Shady Lane, Inc. Salute to Service Banner Program

About the Program

The Shady Lane, Inc. Salute to Service Banner Program provides the opportunity for the community to recognize and honor Manitowoc residents and their immediate family members who have served, or are currently serving, in the United States Armed Forces. The Salute to Service banners will be displayed from Manitowoc Public Utilities-owned poles and streetlight poles and will contribute to the City’s quality of life while also promoting civic pride. In order to allow for a coordinated and consistent program, Shady Lane, Inc. has established the following policy and guidelines for the Salute to Service Banner Program.

Eligibility

Active, retired, or honorably discharged members of the five United States Armed Forces service branches (Army, Marine Corps, Coast Guard, Navy, and Air Force)
A current Manitowoc County Resident OR an immediate family member of a current resident (spouse, parent, sibling, child or child-in-law, or grandchild)
Proof of eligibility will be required before an application is considered complete
- Proof of residency (i.e. copy of utility bill or driver’s license ) of the nominee or applicant who is the immediate family member of the nominee
- Verification of active duty dates (i.e. copy of military orders or military ID)
- Honorable discharge or retirement papers with SSN redacted
- High-Resolution digital image (minimum 300 dpi) in jpeg format or 5 x 7 photograph of honoree in official uniform (with no objects). Original photos will be returned.

*Note:* In the event of an ‘uncharacterized’ discharge or the loss of any of the eligibility documents, an application can be submitted along with an explanation of the circumstances. All information will be thoroughly reviewed by the committee overseeing the Salute to Service Banner Program before a final decision is made. All military service is subject to verification.

Banner Locations

Shady Lane, Inc. has designated the use of utility and/or light poles along S. 24th Street, S. 23rd Street, Dewey Street, S. 9th Street, and Jaycee Drive for this program. The intention of the program is to create a complete path from Shady Lane, Inc. to Red Arrow Park in Manitowoc.
Available space is determined on a first-come, first-served basis among qualified applicants. If the number of qualified applicants exceeds the number of banner spaces, they will be rolled into the following year for placement or additional banner space will be considered.
All banner locations shall be determined by Shady Lane, Inc. in partnership with Manitowoc Public Utilities and the City of Manitowoc Department of Public Infrastructure.

Display Period

The banners will be displayed for a two-year period; possibly longer or shorter, depending on how they weather.
The banners will go up by Memorial Day each year, and will come down after Veterans Day each year in an effort to avoid the winter weather and extend the life of the banners.
At the end of the display period, the Banner Program coordinator will contact the family and/or applicant to offer them the banner; all unclaimed banners after 60 days of notification will be destroyed.

Public Sponsors and Donations

Salute to Service streetlight banners are funded through private donations and/or sponsorships.
All payments will be made payable to Shady Lane, Inc. and deposited into the Salute to Service Banner Program account. This Custodial Fund will be administered by the Shady Lane, Inc. Treasurer/Financial Director for the sole purpose of the Salute to Service Banner Program and may not be used for Shady Lane, Inc.’s own operations or any other purpose.
Banners may be sponsored by individuals, families, companies, or organizations. Sponsors would receive a letter from Shady Lane, Inc. acknowledging their donation at the time full payment is received. In addition, they would also receive a certificate commemorating their sponsorship at the time of the banner installation.
The cost of each banner is $325.00 and is subject to change based on increased or decreased cost to Shady Lane, Inc.

Procedures

Applications are accepted on a year-round basis and every effort will be made to have banners installed once a year. However, this is at the discretion of Shady Lane, Inc. and the City of Manitowoc Department of Public Infrastructure and is based on the availability of resources and scheduling for installation and removal.
A waiting list shall be established based on the date a complete application is received by Shady Lane, Inc.’s Salute to Service Program Coordinator. In order for an application to be considered complete, all supporting documentation must be received and verified by Shady Lane, Inc. and full payment for the banner must be received.
Applicants will be notified by Shady Lane, Inc.’s Salute to Service Program Coordinator once an installation date has been determined.
At the end of the banner display period, the coordinator will contact the family and/or applicant to offer them the banner; all unclaimed banners after 60 days of notification will be destroyed.

Waiver and Limitations

Shady Lane, Inc. is not responsible for replacing banners that are stolen, damaged, or destroyed due to age, vandalism, and/or acts of nature including high winds.
Any loss or damage to an installed banner with be handled at the discretion of Shady Lane, Inc.
Shady Lane, Inc. reserves the right to not install a banner if the requirements of this banner program are not met.
Shady Lane, Inc. reserves the irrevocable right to use the photograph/image/likeness in all forms and manner, and edit, use, reproduce, exhibit and distribute the photograph in whole or in part, in any manner and media now known or hereinafter invented, including, but not limited to, print, publications, the Shady Lane, Inc. website, banners, and social media, in perpetuity throughout the world, in support of and/or to promote Shady Lane, Inc.’s programs, services and mission, and for archival purposes.

Inclusions

$325 includes banner, brackets, annual installation, annual storage, annual removal, and artwork design.

Submit Banner Application

If you are nominating a family member and purchasing a banner:
Please complete the ‘Nominate’ section of the application, submit it by uploading the completed application and all of the eligibility documents using the area below OR by following the instructions on the application, and pay using the payment portal below.

If you are nominating a family member and a sponsor is purchasing the banner:
Please complete the ‘Nominate’ portion of the application, skip the ‘Sponsor a Banner’ section, sign, and date the application. Submit it by uploading the completed application and all of the eligibility documents using the area below OR by following the instructions on the application, and you do not need to submit payment. The sponsor will be contacted directly for payment when the application is approved.
